1. Mumbai Attacks: All India Milli Council (AIMC) expresses its heartfelt shock and anguish over the recent terror attacks in Mumbai and sympathy with the kith and kin of those killed as well as salutes the brave cops like Hemant Karkare, Vijay Salaskar and Ashok Kamte who sacrificed their lives while combating terrorism.
   
2. Holistic Effort: AIMC feels that it requires a holistic effort on political, social, economic and ideological levels to come to grips with this threat.
   
3. Understanding of Terrorism: AIMC also feels that it is high time terrorism is understood in its true perspective.
   
4. General Consciousness against Terrorism: AIMC resolves to arouse general consciousness against the menace of terrorism in the country.
   
5. Fight against Terrorism: AIMC urges countrymen in general, irrespective of caste, colour and religion, to get united in the fight against terrorism in spirit and action.
   
6. Probes in Malegaon and other Cases: AIMC hopes the probes in cases like Malegaon, Nanded and Hari Masjid (Maharashtra) would continue and reach a natural conclusion.
   
7. Delay in Delivery of Justice: AIMC thinks that delay in delivery or denial of justice as well as deprivation of due rights often lead some to frustration and dismay and to go astray. Therefore, keeping all this in view, this umbrella body of Muslim organizations urges the government to pay attention to it.
   
8. Politics of Fear: AIMC condemns the politics of fear and expresses concern over the growing fear, insecurity and uncertainty in the wake of the reports of detention, ill-treatment, harassment, torture, custodial death and 'fake' police encounter of innocent persons.
   
9. TADA and POTA Cases: AIMC urges the government at the Centre to drop all cases under erstwhile laws TADA and POTA and immediately release all individuals held without charges under provisions of these laws except in those cases where it decides, expeditiously, to transfer them to ordinary courts to face normal criminal charges even in such cases, continued detention should be the exception rather than the rule, and trials must meet international standards of fairness, time spent in detention should be counted towards time served; trial, conviction and sentences imposed in cases already completed must be reviewed in light of the provisions and requirements of ordinary criminal laws and of international standards of fairness.
   
10. Reforms in Administration and Police: AIMC demands that the government make reforms in administration and Police in the changing national and international scenario that takes into account social, political, economic and legal realities of this age; changes in attitudes and perceptions of different communities, and give proportional representation to different minorities and weaker sections in police and investigating agencies.
    
11. Govt Ratification of UN Convention against Torture: AIMC urges the government to ratify UN Convention against Torture and enact national law against torture.
    
12. Collection of Data on Detention/ Harassment: AIMC decides to collect information on the detention, harassment, torture, custodial death and 'fake1 police encounter of persons belonging to minorities and other weaker sections.
    
13. Media's Role: AIMC urges media, both print and electronic, to play the independent and objective role of the fourth pillar of India's democracy.
    
14. Non-Aligned Foreign Policy: AIMC urges the government to remain committed to principles of non-alignment and not come under pressure of big powers in formulation and conduct of foreign policy.
    
15. Constitution of a Commission on Terrorism and Justice: AIMC reiterates the demand made in its resolution passed at national convention on "Terrorism and Justice" held on April 27, 2008 at Khalsa College, Delhi that the Central Government constitute a Commission, headed by a retired Supreme Court Chief Justice to look into the matter connected with terrorism and justice for last ten years within a stipulated time by holding public hearings in different parts of the country.
